Hunting for clues....

We don't need scl if we are using PHP FPM?

In crontab:

 www scl enable php74

On CLI:

 sudo -u www php74 --define memory_limit=512M -f /usr/share/nextcloud/cron.php

Gives this in the log:

{"reqId":"sOk2Tvw7kJExSzbOpUtK","level":2,"time":"2020-11-09T15:47:01+00:00","remoteAddr":"","user":"--","app":"no
app in context","method":"","url":"--","message":"Temporary directory
var/lib/php/php74/tmp is not present or
writable","userAgent":"--","version":"20.0.1.1"}
