Because when we first looked I think you had to run a higher version of the
python than was supported by default which would gave meant adding SCL python
too. That may still be the case on v10.
Dehydrated is extremely light, supported, has an rpm and works well.
It isn't 'better integrated' due to time constraints. It worked well enough for
those of us who created the integration.
The main issues are probably better handling of multiple domains, and
server-manager integration.
Obviously we are happy to receive patches to enhance it if you so require.
If you have any compelling reasons why certbot is easier to use, easier to
integrate, or any better in any way then let us know. I have no idea what
'other services' it uses or that we require?
