I don't completely understand how the webdav component works however:
sme9 config and sme 10 appear to be pretty much the same as far as webdav in
httpd.conf
What is missing on my sme10 machine is the folder for the 'davlock' file.
In httpd.conf
...
DAVLockDB /var/run/davLocks/DAVLock
in sme9 this folder exists, in sme10 it doesn't.
