Ha, found, this is beacuse the valu BASE_URL is not a php function..my bad its
a value in the help html config.php file
[root@sme10final ~]# cd /opt/phpki/html
[root@sme10final html]# cat config.php
<?php
define('PHPKI_VERSION','0.84');
define('STORE_DIR','/opt/phpki/phpki-store');
define('DEMO',FALSE);
define('BASE_URL','http://www.somewhere.com/phpki/');
