Seems something has been updated leaving us out of sync.
As far as I can see these are required:
Requires: perl(Params::ValidationCompiler) >= 0.26
Requires: perl(DateTime::TimeZone) >= 2.44
Requires: perl(Specio) >= 0.18
Requires: perl(Specio::Library::String)
Requires: perl(Specio::Declare)
These are in OpenFusion and I have copied them to contribs:
perl-Params-ValidationCompiler-0.30-1.of.el7.noarch.rpm
perl-DateTime-TimeZone-2.51-1.of.el7.noarch.rpm
perl-Specio-0.47-1.of.el7.noarch.rpm
I'm not sure about these - I think they are part of perl-Specio itself.

perl-Specio-Declare
Need to wait for the mirrors to sync and then try again.
