soundlangs fails to add new languages when at least part of the tranalation has
beenprovided by rpm
a workaround would eb to chown the files witht he console
adding to /etc/asterisk/freepbx_chown.conf"
rdir= /usr/share/asterisk/sounds,0754,asterisk,asterisk
