update takes 192 secondes on my server
this is because one has find a good idea to use smeserver-wbl-update in the
panel
this event is processing the navigation-conf action which recreate the whole
localisation and menu navigation for manager
this is intended to be done during package update, not during use of the panel
a separate wbl-update event shoudl be use or better email-update unless it has
uncompatibilities with the needs
