Removed the /usr/share/bugzilla/templates/.... from the smeserver-bugzilla rpm,
and the install works. Interestingly the bugzilla package has "template" not
"templates" in its code tree. The file is called
and then I get this:

Ran "perl /usr/share/bugzilla/checksetup.pl", but json file did not get
created, no sign of any errors that I could see.
The file that I excluded from the smeserver-bugzilla rpm was
"welcome-admin.html.tmpl" which exists in the bugzilla tree, but under the
"template" directory (note no "s").
Will try copying that into place to see if it fixes problem.
