the way I was using it with old syntax can not workf with the

$externalSSLAccess .= " env=AllowCountries";
}
require ip {$externalSSLAccess}
should rather add to all place the $externalSSLAccess
Require env AllowCountries
would need in
<Directory /home/e-smith/files/server-resources>85ServerResourcesAccess
WebAppVirtualHost/50Content
and lot of contribs
for the core rpm need to check what do adding another entry like defining
location or directory a second time because we can not use the encapsulated
RequireALl or Requireany
