using this tool https://olivier.sessink.nl/jailkit/
it could allow with some mount bind and work in the fstab a maintained chroot.
this would be a different approach to the usual one dir chroot for ftp and
would rstarict user to same access wether in ftp/sftp/ ssh or directly on the
machine.

this is not a duplicate of existing bug # 3178 as it would create a different
type of chroot more elaborate.
