I have a fresh install of SME Server and I ran the two commands on the wiki
page for Zoneminder.
yum --enablerepo=smecontribs,smetest install smeserver-extrarepositories-zmrepo
smeserver-extrarepositories-rpmfusion smeserver-extrarepositories-epel
and
yum install smeserver-zoneminder zoneminder
--enablerepo=zmrepo,smecontribs,epel,rpmfusion
The output highlights are:
525 packages excluded due to repository priority protections
No package smeserver-zoneminder available.

You could try using --skip-broken to work around the problem
