after a tar restore from console including the contribs content using
migratehelper, the new instralled contrib uses diffrent uid and gid
as a result on install the script was not able to handle properly the step to
migrate the script and left it all in place after doing a copy
it does not allow creation of new cert, only allow display of root
here is a script to prevent this, should be run as an early action in the
update event maybe S02
