FWIW I never intended that you should import old certs with lower encryption
levels.
It was always intended that you should upgrade and use better encryption before
you start seeing issues when old levels of encryption get deprecated eg ipsec.
Ideally you would use a 4096 bit CA and higher levels with certs.
Hence -ng
If you want to use old certs then use the old code.
