USERKEY is a md5 hash of username that have issued the certificate (any user
with access to the panel can, but only admin can do advanced thing such as
creating root and see all the certs
CN=USERNAME is the name of the certificate you choose and as it is used in
openvpn,
admin could simply parse the file and use the CN
but any other user shoudl only access those created by himself or with his
exact username in CN
