not a bug. that is the only way safe to save and restore ban list.
alternatively, fail2ban would parse again the logs but only inside findtime,
which would lose ban with bantime > findtime
I agree this is kind of misleadingbut the reboot after updates, and also a
restart of the service will generate this noise
