some confidence this time patch has resolved issues and does not impact
e-smith-base update, patched package survives all of
# signal-event console-save
# signal-event e-smith-base-update
# signal-event smeserver-bridge-interface-update
# signal-event post-upgrade; signal-event reboot
resulting in a service that looks to be up and OK
# systemctl -l status dhcpd.service
