time to up php for nextcloud. php80 if nc >= 21. php81 if 24 or up. lower stays

nc 25 show a notice for that.
ideally we would detect version in the config.php file to choose the php
version on every place
then need to change how we restart the pool to restart the right version.
need to identify where this is needed
