$open_basedir is a user defined string of paths separated by :
Sound like a specific app needing a specific path. can you give more of the
error ?
have you enters any manual path to an app? eg recognize ?
if ao then you need to add it also in basedir property for nextcloud. an
example could be adding a folder as external share, or pointing to an
executable you manually installled in /opt/bin/mySoftware
