Fix httpd and php files
So this is the proposed patch inc createlinks.
Seems to work changing the PHP version but needs a webapps-update to get it to
expand all the required templates.
config setprop https-pki PHPVersion 82
signal-event smeserver-phpki-ng-update
signal-event webapps-update
Comments welcome. We could just force the version of course.
