during install we get:

OLD php81=configuration|AllowUrlFopen|On
Feb 25 20:11:06 sme10a5 /sbin/e-smith/db[3263]: /home/e-smith/db/configuration:
NEW php81=configuration|AllowUrlFopen|off
either this is needed by the installer with cli and we should use cli option
either this is needed by the software and we need to enable it at the level of
the php-fpm pool, and it is to on already
php_admin_flag[allow_url_fopen] = on
so I suggest
