reading at your info, and looking at

Reconfig produces this in the jail.conf file
[DEFAULT]

# those are your networks from ${'httpd-admin'}{'ValidFrom'} or from networks

103.100.28.96/ 59.167.111.71/ 202.72.166.69/ 150.101.171.254/ 1.126.108.229/
# this is the start of your IgnoreIP, and all is correct
192.168.106.0/24 192.168.106.0/24 103.100.28.96/32 59.167.111.71/32
150.101.171.254/32 202.72.166.69/32
so either of those has incorrect netmask
