Acutally, I might have introduced a confusion. The repo and the project are 
called System Metrics, not Cluster Metrics as proposed in a first place.

That project was accepted the 2016-11-10 as an incubation project by TSC. + 
systemmetrics-dev mailing list (although I'm not sure a lot of people are 
already on it).
