Its not access information. The server is misconfigured. Its configuration needs to be _changed_. (The easy way to do it would be to run the webserver as "conchair". That's who all the html files currently belong to anyway, this way we could restrict their permissions to user conchair. That would also be the easy way for the registration data files the script creates to belong to conchair, so conchair could run reports on them...)

This is a web server option?

Does it mean that all the files, incluging the cgi files, won't have to be world readable?

It basically allows you to execute scripts, through the setting of htaccess files, as the user who owns them.
