Uhm, sure they can. GPL doesn't prohibit you to sell GPL'd software. All
it says, is that you also need to make the source code available. And it
further says, that your customer (who paid money for the stuff), is allowed
to reditrubte the software for whatever charges he desires - if it's 0, then
that's fine.
Isn't that what the GPL says?
