Could this possibly have something to do with the ftp having to be in
passive mode? I know that whether I am ftp'ing directly from the firewall,
or from a client behind it, I have to use passive mode.

For this particular problem you can use
rpm -Uvh
ftp://ftp.stealth.net/pub/mirrors/ftp.mandrake.com/Mandrake/updates/snf7.2/RPMS/xinetd-2.3.0-1.2mdk.i586.rpm

--nodeps

There must be something wrong with the package dependencies.

As for the empty list problem, you're not the only one to report it, so
there
seems to be an ennoying bug in the final version :-(
