In first, if you want control the application used by our user, a firewall 
isn't the good way for do this. You need to install your solution on each 
computer for verify that the good application is use (like i suppose is done 
by Norton Personal Firewall). SNF require only one computer and one 
installation for control the "IP traffic" beetween our network in this 
internet (or another network), many browsers can fake her identity and if you 
don't have peace of software installed on the computer, you will not detect 
which application in use (And in my point of view it's really easy to fake 
this kind of protection) so a application-level-firewall isn't a good 
solution for your solution. I just want to see you that our request isn't a 
security hole, but need another piece of software than SNF.
