A)Is a proxy running? If yes you have to give in the ip-adress of 
it in the following fields (extras->options->connection->LAN->
Extended)
"For all protocols use the same address."
Then the FTP-transfers should make no more problems. On some
FTP-clients like WSFTP and CuteFTP you have to disable the option
"use firewall".

B)The Netscape has a longer response-time like the IE. Try out what
it says on ftp-transfers.

C)Try to connect via browser or ftp-client and  post the output of the
following commands (type in DOS-box): 
1. netstat -rn
2. ipconfig /all
