I realize that this is really an RPM issue, but I am wondering if it is
in how RPMs are being built or a problem with rpm itself? I have:

$ rpm -q kernel
kernel-2.2.14-15mdk
$ rpm -q kernel-fb
kernel-fb-2.2.14-12mdk
kernel-fb-2.2.14-15mdk
kernel-fb-2.2.14-15mdk
kernel-fb-2.2.14-15bjm
kernel-fb-2.2.14-17bjm

and yet I get this:

# rpm -e kernel-2.2.14-15mdk kernel-fb-2.2.14-12mdk
error: removing these packages would break dependencies:
        kernel >= 2.2.12-7 is needed by util-linux-2.10b-2mdk
        kernel >= 2.2.5 is needed by nfs-utils-clients-0.1.5-1mdk
        kernel >= 2.2.5 is needed by nfs-utils-0.1.5-1mdk

I understand the dependancy errors there, but even though I am trying to
remove a couple of "kernel >= 2.2.5" packages, there are like 4 left
that will continue to satisfy the dependancies.

Of course adding --force will make things work, but functionally, should
I not be able to do that without the --force?
