[Cooker] root passwd denied

I may have seen a thread recently but it now elludes me

I experienced this problem several months ago
with an 'oxygen' variation and now with 7.0/Cooker

It has just occurred and even 'three-fingers' gets:
"no authorized users logged in"
I do not know which new rpm, in Cooker or contribs might
have caused this (if any). I had security set "normal"

root password is not recognized.
I even tried ssh2 in and still no go?
