Question... why does the libsafe RPM install it in /usr/lib rather than
/lib? At boot time, you are not necessarily guaranteed that /usr/lib
will be available since it may be mounted on a different partition, the
safe bet is /lib which has to be on the root partition to gain access to
the kernel modules. From there, we can add it to the ld.so.preload file
in /etc.
