have a look in "/usr/share/locale" to see what you an find there ...
to explain you the mechanism in 3 words:

* a correct locale indication looks the following way:

     ll_SS.charset, where "ll" is the language (e.g. en for english)
                          "SS" is the state (e.g. US for the USA)
                          "charset" is the used chrset ...
* there are some fallback mechanisms to capture missing parts:
  when no charset is given, consider "iso88591" (the de facto standard ...)
  when no country is indicated use the laanguage only ...

* as I have set a correct LC_CTYPE, linux looks in "de_DE" for 
  german language spoken in Germany (which is mostly a symlink to 
  "de") ...

Look like harddrake uses the folder "/usr/share/locale", it works fine 
with my LC_ALL ...

I haven lookt in the code so far but the way you store your po-files 
looks verry strange anyway (bzipped po-files instead of mo files ...)
