No, the -p option tells to ask the specified file; not an installed package.

When doing an upgrade it will install you the language-specific packages
for the locales you had. If you had locales for 'br' (Britton), 
'af' (Afrikaans) and 'no' (Norwegian) then when you choose 'ispell' it will
install you tyhe ispell files for those locales (if the packages exist).

You can remove the locales you don't want; also check the RPM_INSTALL_LANG
variable (in /etc/sysconfig/i18n) to match what you really want.
