I can't speak for anyone else, but I have encountered the same problem
with 7.0.  It turned out that for some reason I didn't have permission to write
to the configuration files. 
I have no idea if this was my error or an error on Mandrakes part. 
Since it was easy to fix and I haven't run into this a second time I 
thought it must have been me.
