One of the following should apply.
 
1. When you have a CD-RW disk so you can try again if it doesn't work.

2. When the maintainers decide to put out a BETA ISO.

3. When you feel brave / foolhardy enough to just do it anyway.

PS : I have 0 authority to say this so take whatever else you hear 
seriously.
