Why not ?
I thought that all those scripts must be %config, so the user can modify
them if needed and don't fear that an update will destroy his setup.

At least me I would be very angry if an rpm -Uv destroys my setup.

If the file never gets edited by the user there is no difference; but if
it gets edited, for wathever reason, he will be unhappy to see the changes
wiped out without warning.
