You can fix by editing /etc/urpmi/urpmi.cfg and reorganize medium priority (the
first one it prefered whereas the last one will be tried in last ressort).
Some people prefer network media over removable one, while other may prefer
removable over network.
A possible features for next release (9.2 or above) could be to add automatic
re-ordering on the fly with a command line option, but really the best is to
change the urpmi.cfg file.

I have two software sources set (in addition to 3 CDs). One is for Cooker and
one for a directory of RPMs on local machine. I then download some RPMs from ftp
to loacal RPM directory and update software sources so that urpmi knows about
the RPMs. If I then go and try to instal some RPM that is both on FTP and in
local RPM repository, urpmi just starts downloading the package from FTP instead
of using exactly the same RPM that is allready on my machine. Urpmi should first
use local sources, then removable sources like CDROMs and remote/network sources
the last if the same RPM is available on all of them.
