The problem is that the files/directory are in the wrong place,
/usr/lib/emacs/21.2.93 instead of /usr/lib/emacs/21.2 and
/usr/share/emacs/21.2.93 instead of /usr/share/emacs/21.2.
Looking within the rpm file:
