Process to reproduce: log in as any user in a text console. Alt-7 switch back to X. Do a shutdown or reboot from there (I did it from both GNOME and GDM). System switches to text console with logged-in user. Standard "blah-blah NOW!" shutdown message displayed, "switching to runlevel 0". Then, a line with ";2R" and the cursor. To continue, hit backspace three times (to erase characters), then enter. Ctrl- D to log out. Now hit enter once.
