Hello. I have written the patch of this bug. And you can get it from me. or
you can easyly download files from

The tarball contains ;
lat5-xx.psfu console font files [ it must be in /usr/lib/kbd/consolefonts ]
tr tr q keyboard [ it must be in xkb/symbols ] [modified]

i18n fixed file [ it must be in /etc/sysconfig ] [modified]

When you set Turkish keyboard as your default keyboard, The CTRL key doesn't
work. And after you change it to English , it works fine.
I tried so many times but it didn't change for both on my Laptop and Desktop
computer.
