Redhat uses an earlier version, and Evolution upgrades its mail base
when the user upgrades the version (if needed, somewhere around v1.2 of
Evolution from my reading).

Do you mean:
1) Create a different user in Redhat, then upgrade that install to
   Mandrake and see if the new user has difficulty receiving mail?
2) Create a different user in the already upgraded Mandrake, and see if
   the user has difficulty receiving mail?
3) Something else.

A different user I create won't be receiving any mail from anyone.  What
do you want me to do when I run Evolution as this user?

I can set Evolution to receive my regular mail while logged in as this
newly created user, but Evolution's settings are independent of the
underlying user's identity.  I'm not using any of the Linux mail tools
(fetchmail, sendmail, etc.), I'm having Evolution go directly in with
it's own tools to get and send my mail.

What do you want me to try?

Install Mandrake 9.1 rc2.  Mount partitions as above, format /, leave /home

Try to get new mail.  Evolution shows send/receive subdialog, no mail is fetched.
Dialog is presented:

Please enter the POP password for [EMAIL PROTECTED]"

Enter the pop account password, repeat.  Send/receive dialog displays for as
long as the user will wait.  Canceling it provokes the dialog quoted above
again.  Reboot, power off shutdown and restart, etc. all do not change the behavior.

Switch to backup hard disk with prior existing Redhat installation.  Evolution
fetches mail without difficulty.  Compuserve cannot be the problem, password is
good.

I will hold onto the Mandrake installation for a few days in case anyone has
questions I could answer from it.  I'm novice/intermediate - be verbose asking
what you want to know.  (But I am professional QA).
