It seems that only ASCII/ISO-8851-1 characters could be displayed during 
startup stage. 

I've installed 9.1RC1 with zh_CN locale selected. When I boot up with Linux, 
all the starting up messages are displayed as ???.

So, if only ASCII characters could be displayed at startup stage, it is 
important to inform l10n team that Chinese/Japanese should not be translated 
for init-scripts related messages.
