I'm not sure exactly what you are getting at. Mandrake store sells pre-orders. (Notice the "pre"). A mandrake developer saying to the testers on the cooker mailing list that 9.1 is out is not an official announcement. There has been some controversy during the 9.0 pre-order process because of the credit cards being billed a long time before the product is shipped. The official announcement of the pre-order of 9.1 on Mandrakeclub has a warning that credit cards will be billed beforehand.
