Or you can just make your own ~/.rpmmacros file and do what you like, or use a target option passed to rpm. The problem isn't rebuilding a package. The problem is rebuilding many packages, and only the ones required, with fetching them remotely if necessary (which the rpm rebuilder doesn't do).
