Thanks to Bruno Prior who sent the trick on cooker.
Using ide=nodma on the command line fixed the boot.
The kernel documentation is misleading:
ide?= [HW] (E)IDE subsystem : config (iomem/irq), tuning or
debugging (serialize,reset,no{dma,tune,probe}) or
chipset specific parameters.

2.4.19-16mdk boots fine on this machine, but this new kernel won't, even with
acpi=off noapic. It fails to use the hard-drive:
