Through reading of the source of urpmi and urpm.pm, I have discovered that
setting some "global options" in /etc/urpmi.cfg is supposed to be possible.
>From my reading of the source, the stanza

excludepath: /usr
}
in /etc/urpmi.cfg should apply the --excludepath /usr option to all invocations
of urpmi. It does not seem to work however. Despite my having the above stanza
in the config file, and the code in urpm.pm seeing and using it, I still get the
following error trying to use urpmi to install with a readonly /usr:
# urpmi zisofs-tools
installing //mnt/mandrake/9.1-tree/Mandrake/RPMS/zisofs-tools-1.0.4-1mdk.i586.rpm

As an addition, it would be nice if the urpmi package included a manpage for the
urpmi.cfg file so that everyone does not need to learn perl and read the source.
Despite my recent whinings about urpmi, I do think it's a great tool, and I love
holding it up against Debian's apt tool for comparison.
