With 9.1 I have the same problems; just a 6,9 Kb files is created
If I run drakfloppy from a console I have the next messages:

i created a startdisk, on trying to boot from it, it is asked for the image but
whatever i enter there the system will not boot. pretending an unknown boot-image.
