Yes, I've noticed this as well. No matter what you select, you end up with a dialog that says "The following packages cannot be selected. Reasons follow:" but no reasons are given. Pop up a shell, cd to /var/cache/urpmi and you'll find the requested RPMs in either /var/cache/urpmi/rpms or /var/cache/urpmi/partial. If you run rpm -Uvh on the downloaded RPM, they generally install without complaint.
