When we use kcontrol, we call localedrake with argurment :
localedrake --kde_lang=<language> --kde_country=<country> --apply
to change language.
So I don't see the problem.

Pick up English on Control Center/Assistances/Country, Apply and reboot the
system. After rebooting the system, can not enable IME anymore. Even though
delete the English or select T-Chinese and apply it. IME still does not work.
It seems that as soon as user pick up English on Add more language, apply it and
reboot the system. IME will be disable forever.
Whatever user try to do, such as deleting the English or pick up T-Chinese, apply
and reboot. IME still can not be enable.
This issue cause that Mandrake Control Center becomes English, IME does not
work and T-Chinese can not be shown on the taskbar..... it would show ???
1. Configure a machine and use Mandrake Linux 9,1 for TW or TZ.
2. Select Tradition Chinese as installation GUI.
3. After finishing installation, log on to user and go to Control
Center/Assistances/Country and add more language, Enlgish.
Then Apply and reboot it. Notice that after reboot, go to text editor, IME can not be
enable.
4. Also, Mandrake control Panel becomes English.
