kdebugdialog has no effect on kde pgm (kio, ...)
Because kdelibs is compiled with NDEBUG flag.
If you compiled kdelibs with --disable-debug, NDEBUG is on and kdebugrc has no
effect.
If you compiled kdelibs without --disable-debug (without --enable-debug so),
NDEBUG is off and enable to read INFO, WARNING, ... of kde (if user use
kdebugdialog and kdebugrc).
Look kdelibs/configure.in and kdelibs/kdecore/kdebug.h
