There can't be a program requiring it until it's packaged.

Sometime last year I wanted to package such a program.  IIRC, it required 
perl-OpenGL-0.5, but I could only get 0.4 packaged, as 0.5 wouldn't compile, and the 
program author said Debian somehow got it to compile.  Or something like that.
